Competent Authority

Dry cleaning services that are established in Ireland using more than 10 tonnes a year of solvents, are required to obtain an integrated pollution prevention and control licence from the Environmental Protection Agency.

Licensing Procedures

Operators of dry cleaning services established in Ireland that do not require an integrated pollution prevention and control licence are required under the Solvents Regulations 2012 (S.I. No 565 of 2012) to obtain a certificate of compliance from the relevant local authority to provide services in Ireland.

Certificates of compliance may now be issued for up to 3 years, provided the operator has an established track record of regulatory compliance. Please find link to the local authorities’ websites  and the Environmental Protection Agency in the links below.

Please note that the best practice guidelines are currently being updated by the Environmental Protection Agency in line with the most recent regulations given effect on 1 January 2013. Accredited inspection contractors (AICs) have been replaced by a panel of approved assessors appointed by the Environmental Protection Agency.


Applications, Fees and Penalties

Application forms are available from Local Authority websites.

The fee for a new applicant is €70 and €50 for a renewal. 

Dry cleaners operating without a valid certificate of compliance are in breach of the regulations and may incur fines of up to €5000 on summary conviction. Fixed Payment Notices have also been introduced and any dry cleaning operator found to be operating without a current certificate of compliance can be spot fined €500.
